will be made a French officer of Arts and Letters

It becomes inaccurate the moment they don't explain this distinction correctly. For once, the BBC has made a mistake.
Mr Lee already is, as Charles rightly said, Officer of Arts, Sciences and Letters. His new distinction will be the highest that can be given to a foreigner and I believe it is the first of its kind. "French Officer" is only given to French citizens. But there is much more to it than that...
I have just been on the phone to Mr Lee and he has asked me to close this thread. This cannot be talked about until he actually receives it. The BBC should have not jumped the gun, specially when French newspapers haven't. The press in this country like to spoil things for everyone, it certainly has done for me as I would rather wait for it to be official and listen to Mr Lee's reaction.
Thanks for his early congratulations but you must first find out the complete story. Nothing will be officially said until the 11th, day in which he gets it.

It appears that the French have excellent taste in choosing whom they present with awards.

They do indeed as no other actor is so much admired by that Country. Mr Lee is, the highlight of the French Premiere.
