I would have to say this is probably Captain Zandor in SPACE: 1999 "Earthbound" - his peace-loving alien who, if not accepted by humanity would take his own life was a wonderful part for him, and rather cast against-type.
Other non-villainous roles for Mr Lee......
THE GORGON, NOTHING BUT THE NIGHT, NIGHT OF THE BIG HEAT......

THE GORGON, NOTHING BUT THE NIGHT, NIGHT OF THE BIG HEAT...... | How can you not mention Mr. Flay from "Gormenghast"? In his forbidding, rather stony, broken-Englished way, Mr. Flay was every bit as loyal, and loving, as Samwise Gamgee...

Sadly enough I haven't seen any of those but I will keep a look out.
My favorite kindly role of Mr. Lee's is that of Flay from Gormenghast. He's wonderfully cast.

Let's not forget the Duc de Richleau from The Devil Rides Out.

Yes,I also agree that Mr. Lee's character in the Gormenghast, Flay,is one of his bestest kindly roles.First you think that he is baddie but when the story goes on you realize that he isn't.He is very loyal to his master,Lord Groan, and all the Groan family.

Sir Matthew Phillips from 'The Skull' is also one of the good guys, and he isn't a 'bit of a snot'(even if he had a really weird hobby). He actually appears genuinely concerned for the well being of his friend.

Flay from Gormenghast, Phillips from 'The Skull' of course Richleau from The Devil Rides Out. There is one more that may be over looked, I liked him in Feast at Midnight I don

Flay was definitely the best. I really enjoyed him in that and I felt so strongly for Flay.
Of course, outside of the fantasy genre, if you're talking about just a kindly role, there was none more soft spoken and decent than his role in AIrport '77, at least to me. I know it wasn't a fantasy, but the role did stick in my mind as Mr. Lee portraying a fine gentleman.
