Actually, his role was expanded slightly in that, in the books, the scene detailing Saruman's treason was originally told in flashback via Gandalf's pov. Saruman only appeared two other times in the books: Once in TTT, and once in tRotK.

I think his role was expanded to give the viewers a villian-other than a "Lidless Eye"-to focus on. Not that I'm complaining...
